Education
Chuck McCabe earned his B.S. degree in management and communications from Adelphi
University graduating summa cum laude #1 in his class.
He holds an Executive M.B.A. degree from Pace University, where he also completed two
years of doctoral studies (ABD) in business.
Experience
Chuck founded Peoples Income Tax in 1987 after 19 years as an H & R Block
executive and serves as President and CEO. Peoples operates tax preparation offices
throughout central-Virginia and provides income tax school and tax practice management
systems to independent tax firms nation-wide. Peoples was recognized in 1993, '94, '95
& '96 among Richmond's "Rising 25" fastest growing privately held firms, and
in 1994, was named a Blue Chip Enterprise by the U. S. Chamber of Commerce.
Previously, Chuck was Chief Operating Officer of Bay Colony, Ltd. overseeing the 125
office H & R Block franchise in Virginia, plus four other businesses in Richmond, San
Francisco and La Jolla, California. He was co-founder and director of the Block franchise
in Sao Paulo Brazil. Before managing the franchise, he was employed by H & R Block,
Inc. Starting as a seasonal tax preparer, he advanced to Regional Director for the
Mid-Atlantic Region and then the New York City Region overseeing 225 offices through 21
district managers.
He is co-author of two nationally distributed books on career education for adults and
numerous articles on adult education, income tax and management. His articles have been
published in magazines including Nations Business, the
NATP Tax Practitioners Journal and the NSPA National Public Accountant. He has taught income tax
preparation and small business management as an adjunct faculty member of several
colleges.
Chuck has extensive public speaking experience on adult education, public education
reform, entrepreneurship and tax practice management. He has conducted tax practice
management seminars nationwide for a number of professional organizations including Tax
Byte, Inc., Universal Tax Systems, Inc., Drake Systems, Inc., the South Carolina Tax
Council, the National Society of Tax Professionals (NSTP) and the National
Association of Tax Practitioners (NATP).
Community Service
Chuck has served on the board of The Greater Richmond Chamber of Commerce and
numerous small business support committees. He is past vice president and a director of
the Richmond Venture Capital Club and member of the U.S. Small Business Administration
Virginia Advisory Council. In 1991, Chuck was named SBA Virginia Small Business Advocate
of The Year.
Chuck is a 1990 graduate of Leadership Metro Richmond. He was a member of the
Virginia Council on Teen Pregnancy Prevention, and a volunteer for the Virginia Home for
Boys, Junior Achievement and United Way. Currently he serves on the Richmond
"Communities in Schools" Board of Directors. As Chairman of the Chamber's
Education Committee, Chuck was recognized by a Board Resolution as the primary business
leader to organize Metro Richmond 2000, resulting in Richmond being dedicated as an
America 2000 community by then U.S. Secretary of Education, Lamar Alexander.
