INCOME TAX

Rev. Rul. 95-3
Federal rates; adjusted federal rates; adjusted federal long-term rate, and the long-term exempt rate. For purposes of sections 1274, 1288, 382, and other sections of the Code, tables set forth the rates for January 1995.

Rev. Rul. 95-4
Insurance companies; interest rate tables. Prevailing state assumed interest rates are provided for the determination of reserves under section 807 of the Code for contracts issued in 1994 and 1995. Rev. Rul. 92-19 supplemented in part.

Rev. Rul. 95-5
Passive activity losses; S corporations and partnerships. The Service provides guidance regarding the characterization of gain for purposes of the passive activity loss rules of section 469 of the Code where the gain results from a distribution of money by an S corporation or partnership.

Notice 95-1
This notice provides a proposed revenue procedure that would allow a taxpayer to obtain from the Service a Statement of Value for certain art contributed to a qualified charitable organization.

Temporary and proposed regulations under section 60501 of the Code relating to the information reporting requirements of court clerks upon receipt of more than $10,000 in cash as bail for any individual charged with a specified criminal offense.

Proposed regulations under sections 62, 132, and 274 of the Code relating to payment by employer of expenses for club dues, meals and entertainment, and spousal travel.

Notice 95-2
Guidelines are set forth for determining for December 1994, the weighted average interest rate and the resulting permissible range of interest rates used to calculate current liability for purposes of the full funding limitation of section 412(c)(7) of the Code as amended by the Omnibus Budget Reconciliation Act of 1987.


ADMINISTRATIVE

Rev. Proc. 95-9
Automobile owners and lessees. This procedure provides owners and lessees of passenger automobiles with tables detailing the limitations on depreciation deductions for automobiles first placed in service during calendar year 1995 and the amounts to be included in income for automobiles first leased during calendar year 1995.

Announcement 95-2
A public hearing will be held on February 23, 1995, on a proposed test of a mediation procedure for Appeals. The procedure will allow taxpayers, in certain cases that are already in the Appeals administrative process and that are not docketed in any court, to request mediation as a dispute resolution technique.
