Langdon and Nolan to Head IRS Large & Mid-Size Business Division
WASHINGTON - The Internal Revenue Service today announced the selection
of Larry R. Langdon as Commissioner, Large and Mid-Size Business Division and
named Deborah M. Nolan as Deputy Commissioner for the Division.
�Larry and Deborah will bring a unique blend of leadership skills, tax expertise
and business experience to these key positions,� said Charles O. Rossotti,
Commissioner of Internal Revenue.
�The Large and Mid-Size Business Division will deal regularly with businesses
on complex tax law interpretation and accounting issues, many with international
dimensions,� Rossotti said. �Larry has had a distinguished career as a senior
executive in the private sector dealing with these issues. Deborah Nolan has dealt with
similar issues in her roles at the IRS national office and as a District Director.�
The IRS is in the midst of reorganizing into four taxpayer-specific operating
divisions plus a national headquarters. The Large and Mid-Size Business Division will
serve corporations, subchapter S corporations and partnerships with assets greater
than $5 million. These businesses are responsible for paying $519 billion in taxes,
including income, employment, excise and withholding taxes. This operating division
will have approximately 8,600 employees and serve 183,000 of the country�s largest
taxpayers.
Langdon brings to the IRS post 38 years of experience in the areas of general
management, tax administration, finance and accounting. He is currently the Vice
President, Tax, Licensing and Customs, for Hewlett-Packard Company. In this
capacity, Langdon is responsible for all tax matters for Hewlett-Packard�s worldwide
business which last year produced revenues of $47.1 billion.
Langdon holds a degree in business administration from Ohio State University.
He is a graduate of Ohio State University Law School and has an L.L.M. in taxation
from New York University Law School. From 1964 to 1968, he worked as an attorney
in the office of IRS Chief Counsel. Langdon�s appointment begins in December 1999.
Nolan served as IRS Deputy Assistant Commissioner, International, before
being named Director of the IRS Connecticut-Rhode Island District in 1998. She is
currently heading the Modernization Implementation and Planning Team for the Large
and Mid-Size Business Division.
While earning a degree in business administration from California State
University, Nolan joined the IRS as a revenue agent in 1972 and completed the IRS
Executive Selection and Development Program in 1995. She is a Certified Public
Accountant.
