IRS Names Reece New Deputy Commissioner for
Modernization & Chief Information Officer;
Former Time Warner Executive Joins Agency

WASHINGTON - The Internal Revenue Service has selected John C. Reece as the new Deputy Commissioner for Modernization & Chief Information Officer. Reece has extensive experience in information technology (IT) services and consulting, including over five years as the Vice President of Information Technology at Time Warner, Inc.

Reece will have responsibility for all IT operations agency-wide and for the entire IRS portfolio of Business Systems Modernization projects. He will build on the successful reorganization of Information Systems and work on ramping up the Business Systems Modernization program, which is modernizing the agency´s business practices and technology. In addition, Reece will continue to lead innovation and development of existing platforms to enhance end-user support and service delivery.

The Deputy Commissioner for Modernization position was vacated last year after Reece´s predecessor successfully implemented the new IRS organization structure. With Reece, the responsibilities of the Deputy Commissioner for Modernization change from focusing on the reorganization to modernizing the agency´s business practices and technology.

“John Reece´s private-sector experience with integrating the business and technology needs of different business units is exactly what IRS needs now,” said IRS Commissioner Charles O. Rossotti. “The ability to modernize our business practices is dependent on the success of our technology modernization, and John Reece has a stellar success record in that area.”

At Time Warner, Reece led efforts to establish global messaging and backbone networking, a shared Intranet, information security, and supplier leveraging while working with the IT leadership of seven major business divisions. He also managed Time Warner´s successful company-wide Y2K readiness program. Prior to Time Warner, Reece created the corporate CIO role at Alexander & Alexander, a global insurance broker. While there, he developed a worldwide information and telecommunications strategy that focused on delivering superior customer service and product support.

In addition, Reece worked in management consulting for more than a decade as a managing partner of Booz-Allen & Hamilton IT practice in the Midwest and as the Executive Vice President of the IT Practice at Strategic Planning Associates, based in Washington, DC. During his career, he has also held positions at IBM, Union Carbide and American Express´ Card Division.

“John has significant business management experience in addition to his work in information technology. He will bring a lot of energy and a fresh perspective to the IRS senior leadership team,” Rossotti said.

Reece is currently the CEO and Chairman of John C. Reece and Associates, a South Carolina-based consulting firm specializing in Internet and telecommunications ventures. Reece also sits on the boards at Bristol-Myers Squibb´s Research Institute, the Stern School at NYU and Fordham University´s Graduate School of Business.

Reece holds a B.A. from Northwestern University.

He will assume the duties of his new IRS office in early March 2001.
