IRS Announces New Director of Research

WASHINGTON - The Internal Revenue Service announced today that Dr. Eric J. Toder will join the agency as Director of the National Headquarters Office of Research. Toder will begin this position on August 13.

“Eric´s wealth of knowledge about tax issues will complement the Research Office in its support of senior IRS management, and he will help us move the agency ahead on key issues,” said IRS Commissioner Charles O. Rossotti.

Toder will report directly to Mark Mazur, the Director of Research, Analysis and Statistics of Income. He will manage long-term and cross-cutting research projects, as well as facilitate and support research activities in the operating divisions.

Toder has vast experience in public finance. He comes to the IRS from the Urban Institute, where he was a Senior Fellow directing a program on retirement studies. Toder earlier served in the U.S. Department of Treasury, where he was responsible for analysis of the economic and budgetary effects of tax policy proposals, first as Deputy Director of the Office of Tax Analysis and later as the Deputy Assistant Secretary for Tax Analysis.

Toder has held academic positions at Tufts University and the University of Michigan. He has consulted with the New Zealand Treasury, where he assisted in the development of New Zealand's tax reforms. He has also been a consultant on tax policy issues in Ukraine, Russia, South Africa and Bermuda. He has published and spoken extensively on tax policy issues.
