Forman to Lead IRS
Modernization Program Office

WASHINGTON - The Internal Revenue Service announced today the appointment of Dr. Fred L. Forman as the associate commissioner of Business Systems Modernization. In this position, he will lead the agency´s multi-year business and technology modernization program.

"Fred Forman brings a unique set of leadership skills and talents to Business Systems Modernization," said John Reece, IRS Deputy Commissioner for Modernization and Chief Information Officer. "This is a crucial time for the program as the IRS starts moving from planning and development to implementation of our initial projects. I am exceptionally pleased Fred has agreed to tackle this challenging assignment. His background, experience and expertise make him the right leader for the job."

For the last nine months, Dr. Forman has served as the executive program adviser to the Business Systems Modernization program. As the associate commissioner for BSM, he will manage the IRS partnership with private-sector technology and management firms helping to modernize the agency´s tax administration processes. Computer Sciences Corp. is the prime contractor for BSM.

Before joining the IRS, he served as executive vice president at American Management Systems. He was one of the company´s earliest employees when he started in 1971. From 1997 to 2000, he was AMS´s general manager for Europe.

Dr. Forman has extensive experience in performing and managing all aspects of business strategy consulting and information systems development and deployment. He was AMS´s chief technology officer for many years, and he led development of most of the firm´s management and project best practices.

Dr. Forman holds a master´s and doctorate in physics from the University of Pennsylvania and a bachelor´s in physics from Case Western Reserve University.
