The amount to be withheld (base plus a percentage of excess over low-end of bracket) is determined by the distribution period (Weekly, Biweekly, Semimonthly, Monthly, Quarterly, Semiannual, Annual, or Daily or Miscellaneous) and the amount of the payment.
